James Sweeney was born in Johnstown, New York, on December 27, 1808. He entered the novitiate in Longueuil on December 7, 1842 and made his first vows in the presence of Father Honorat on December 27, 1843, his second vows in the presence of Father Allard on July 16, 1845 and perpetual vows in Bytown, in the presence of Bishop Guigues and Father Santoni, Provincial, on October 25, 1851.

He worked in Bytown (Ottawa) in 1851-1852 and in Maniwaki from 1852 to 1864. He left the Congregation with the intention of becoming a priest. Afterwards there is no further mention of him in Oblate sources.
